Where can I design pretty cool pages for my handmade book and then print it out from my computer?

Im making a book by scratch and I dont want my pages to be made my microsoft word because it will look so plain. How can I make cool pages like the example shown above? Thanks! And preferably free!
This example was probably done in Photoshop which is a computer program for making 2d art in the computer. you can get it at the site bellow, but only for thirty day trial (It is illegal but there are ways to download for free and for life…)
there are tutorials on deviantart.com and allot of other places to help you learn. Hope you have fun.
